Yes — the hope would be that the product managers bring enough understanding of what users care about to the team that everyone internalizes it and applies their creativity to what the team should build next. If that is not the case, or some team members don’t really care, then you are better off just deciding outside the team what to build and employing them to execute on what is asked. I don’t enjoy working with a team this way or like this and I find that a creatively engaged team is often the best. But this method can work too — for example when outsourcing your product.
