It is very hard to give specific advice without understanding your product or situation. In general there are a couple of paths — (1) build something that people pay for or you can get value out of from day one and grow it profitably (no outside capital needed) (2) build something that catches on and can grow beyond 100M users and can monetize later (which often takes a lot of venture capital — which you can potentially raise based on growth) (3) find another source of income to fund development along the way until 1 or 2 take hold
Lots of companies such as gaming companies do (1) and it works great. Others find product market fit and do (2) and raise as they grow.
But every company path is different and you have to pick the one right for you
